New Board Members Bring Key Representation To Goodwill

(Fredericksburg, Va.) – Rappahannock Goodwill’s new members to its board of directors have backgrounds in health care, finance, business, workforce development and non-profit leadership and fundraising.

The new members are Tim Tobin, CEO of Spotsylvania Regional Medical Center; Donna Phillips, CEO of Health South Rehabilitation Hospital of Fredericksburg; Dermaine Lewis, Market President for Business Banking for Wachovia in Fredericksburg; Martha O’ Keefe, the Director of Workforce and Continuing Education at Germanna Community College and Douglass Horstman, a board member of the Families of the Wounded Fund, Inc. of Richmond and chairman of the Fund’s Greater Fredericksburg Region.

“We are grateful to these new board members for wanting to serve. They have backgrounds and expertise in areas that are essential for fulfilling our mission to this community,” said Woody Van Valkenburgh, president and CEO of Rappahannock Goodwill Industries.

Prior to his current position, Tobin was the president and CEO of Alleghany Regional Hospital in Low Moor, Va.  He has held leadership positions at various health care centers during the 21 years that he has been with HCA. These include CJW Medical Center and Henrico Doctors’ Hospital in Richmond. Tobin earned a master’s degree in healthcare administration from Virginia Commonwealth University.

Before opening the Fredericksburg rehabilitation facility in 2007, Phillips was director of clinical services at Geisinger Health South Rehabilitation Hospital in Danville, Pa.  She holds a master’s degree in Physical Education from Temple University and a doctorate in pathokinesiology from New York University.  Phillips has 25 years of physical therapy expertise.

Prior to his current position with Wachovia, Lewis, a 33-year resident of Fredericksburg, served as the company’s Regional Chief Credit Officer for Fredericksburg, Culpeper, Charlottesville and Harrisonburg.  Lewis has 11 years of experience in the industry and is a graduate of the University of Mary Washington.

O’Keefe has been with Germanna Community College for more than 10 years. Her background is in development and training that includes working with people with disabilities and with the Culpeper VDOT office.  O’Keefe earned a bachelor’s degree in law.

Horstman, who served various posts with the Maytag Corporation, retired in 2004, when he was Vice President of Government Affairs. Horstman also chaired the Government Relations Council of the Association of Appliance Manufacturers. He received his bachelor’s and master’s degrees from George Washington University.

The new board members, who were voted in on Sept. 27, will serve a three-year term.

Rappahannock Goodwill Industries is a private not-for-profit organization that serves the city of Fredericksburg and a 12-county region. It provides work opportunities and job training to people with barriers to employment, particularly those with disabilities.
